Planning staff presented an updated draft amendment to the zoning ordinance addressing short-term tourist rentals (STRs), incorporating edits from the County Attorney to clarify occupancy, access and registration requirements.
Planner Tracy Clatterbuck said the changes reorganized language about bedroom counts and clarified that up to three short-term rentals could be permitted on certain tracts if other conditions are met. The County Attorney’s comments clarified supplemental regulations for different zoning districts and suggested reformatting some clauses related to woodland-conservation and agricultural districts. The draft retains a $500 penalty for failure to register an STR.
Commissioners discussed the two-year ownership requirement and how it applies to LLC-owned properties, whether a change of ownership would require a new SUP, and edge cases such as contiguous parcels in a subdivision. Clatterbuck said staff will review attorney comments and bring language back; commissioners also asked that this topic be scheduled earlier on future agendas to allow fuller deliberation.
No vote was taken; staff will refine the draft based on attorney comments and the commission’s guidance.
