Supervisors table banquet/event venue SUP after neighbors raise traffic, noise and safety concerns

The Page County Board on June 15 tabled a special‑use permit application from Randy Whitesides and Dawn Pence to convert farm structures into a banquet/event facility at 625 Riverbend Road (tax map 69‑(A)‑126).

Zoning Administrator Tracy Clatterbuck told the Board the application was filed July 1, 2025 and is grandfathered under the previous ordinance because it predates zoning amendments effective July 21, 2025. The Planning Commission had recommended approval (6‑0). Neighbors at the public hearing cited concerns about traffic on a rural road with farm equipment, potential intoxicated drivers, noise, and outdoor lighting. Supporters said the project would preserve a historic property and provide local economic opportunity.

Applicants Dawn Pence and Randy Whitesides addressed the Board: Pence said she had visited neighbors and found six short‑term rentals in the area that could house event guests and that she grew up in Alma; Whitesides spoke about property restoration and said the SUP was intended “for the next 100 years in order to preserve the property.” After discussion, Supervisor Susan Kile moved and Supervisor Ryan Cubbage seconded to table the application and revisit it in two weeks; the motion passed 6‑0.

The Board’s action delays any approval while staff and the applicants consider neighbor concerns and potential conditions.
