The Wayne County Finance Committee approved an amended resolution March 10 to prepay the county’s share of monthly premiums to the Wayne County Health Trust, after members insisted on stronger financial oversight. The committee voted 5-0 to require a Trust-produced corrective action plan with budget projections and a Memorandum of Agreement clarifying expectations before implementation.
Human Resources Director Brian Sams said the two extra payroll deductions are intended to rebuild the Trust’s reserves and ensure funds are available for high-cost claims. Supervisor Dave Fantuzzo said he initially could not support the proposal, arguing it would “kick the can down the road” by rewarding past mismanagement. Supervisor Dawn Pisciotti noted that, for her town office alone, the change would mean about a $16,000 increase following an 18% rate adjustment that took effect in January.
Under the amendment offered by Management Assistant Kristen Scott, members will not be billed for more than 24 payments in 2026; the amendment also directed the Trust to present a financial corrective action plan including a budget and financial projections to the Board of Supervisors. Committee members debated timing; according to the record, the Trust had already voted to implement the additional deduction beginning in April.
