Council approves introduction and first reading of Essential Housing Program amendment

On Jan. 22, 2025, the City Council introduced and approved first reading of an amendment to an urgency ordinance creating an Essential Housing Program intended to increase housing production and help achieve goals in the City's Sixth Cycle Housing Element (through Feb. 21, 2029); the motion passed unanimously, 5-0.
The City Council held a public hearing and heard a staff presentation by City Attorney Shawn Hagerty on an amendment to an urgency ordinance that enacts an Essential Housing Program intended to boost housing production and improve affordability to meet the City's Sixth Cycle Housing Element goals (through Feb. 21, 2029).
Councilmember Laura Koval moved to introduce the amendment and approve its first reading; Councilmember Ronn Hall seconded the motion. The council approved the first reading by a 5-0 vote. The council closed the public hearing after the vote. Further steps required by state law and local ordinance will determine whether the program is adopted in subsequent readings.
