Council hears Safety Element update, directs staff to clarify definitions

City planning staff presented a proposed update to the Safety Element of the Santee General Plan (GPA2019-4) during a public hearing on Jan. 22, 2025. Senior Planner Christina Rios and consultant Kelsey Hawkins of Harris & Associates outlined the changes and the related Negative Declaration under the California Environmental Quality Act.
Councilmembers questioned specifics of the update, and Fire Chief Justin Matsushita and Engineering Director Carl Schmitz answered technical and implementation questions. Mayor John W. Minto directed staff to return with further review, additional definitions and clarifications requested by council members before the council considers formal action. No vote was taken to adopt the Safety Element at this meeting.
