Board suspends expulsion for student who may transfer away from Rio Seco School
Summary
On Aug. 7 the Santee School District Board unanimously approved an expulsion for student #9-2324 but suspended the expulsion while the student completes a Rehabilitation Plan that allows transfer to another school (may not return to Rio Seco School) and requires 10 hours of community service by Nov. 8, 2024.
The Santee School District Board of Education voted 4-0 Aug. 7 to expel student #9-2324 and simultaneously suspended that expulsion pending completion of a Rehabilitation Plan. The matter was heard in closed session that began at 2:25 p.m.; the board reconvened to public session at 5:25 p.m.
Member Elana Levens-Craig moved to expel the student for violation of Education Code section 48900 (k) (disruption/defiance) and (.2) (engaged in sexual harassment, Grades 4–8), and under Board Policy 5144.1. The motion passed unanimously with votes recorded as Dustin Burns — Aye, Dianne El-Hajj — Aye, Barbara Ryan — Aye and Elana Levens-Craig — Aye.
The Rehabilitation Plan specifies that the student may transfer to another school as determined by administration but may not return to Rio Seco School. The plan requires a 2.0 GPA, no new suspensions, regular attendance, completion of 10 hours of community service by Nov. 8, 2024 with verification, and participation in a counseling program for decision-making and peer pressure. The student must complete all plan elements and present documentation by Nov. 8, 2024.
A parent must meet with the Director of Pupil Services by Aug. 14, 2024 to review and sign the Rehabilitation Plan; the minutes state that failure to meet the deadline or sign may result in expulsion without further board action.
