Public commenters accuse district of weak HR oversight and unlawful disenrollment of chronically absent students

Michael Lowe (speaker 31), introduced by the chair, criticized the board for not thoroughly questioning HR practices and cited apparent discrepancies in the LCAP (Local Control and Accountability Plan) spending and reporting. "The school board this evening missed an opportunity to interrogate your staff about your HR practices," Lowe said, saying he has attended many board meetings and urging more probing questions of staff reports.
A second commenter (speaker 32), who identified themselves as leading a local full-service mental-health clinic, alleged the district is disenrolling chronically absent students in violation of the Education Code and called the practice a civil-rights concern: "Your leaders are unlawfully disenrolling students and as a result, denying access to education," the commenter said. The speaker urged the board to stop withdrawing students for attendance and emphasized the need for interventions instead of disenrollment.
The chair cut off public comment when time expired; the board did not take immediate action but the comments were on the record and relate to topics HR presented earlier in the meeting.
