City staff told council that the controlling ordinance for the Willoughby Park corridor lays out a portfolio of obligations and a fixed contribution intended for public-facing Dean Street improvements.
"The orange section is where the city has placed 4,360,000 in escrow, and it's sitting there waiting to be conveyed to the developer as a contribution for those components," Parks Director Matt said during the May 5 session. Staff described the orange overlay in presentation materials as Dean Street public-facing elements while green-shaded areas on the same view represent components the parks department is expected to deliver, including hardscape, landscape, plaza stair, and pool-house work.
Staff cautioned the parks fund will bear substantial costs for park improvements and said the department has been showing placeholders in council budgets since 2021; a placeholder of $1,000,000 was included in earlier plans, with a $1.5 million addition spread over two years now reflected in the 2025 capital forecasts. Staff told council they are refining final allocations in the current capital planning process and warned that construction cost escalation and a potential softening of sales-tax revenue related to a 2025 airport closure increase fiscal scrutiny.
