Public Safety Committee: schematic design underway; Pike change order distributed, Pike barred from bidding

The Public Safety Committee received a verbal update on the county's public safety facility planning: consultants are completing schematic design to develop more accurate cost estimates and the Legislature has not yet committed to building a new facility.
"The 2.9 million dollars is for the entire project," Doug Paddock said, adding the figure covers conceptual and schematic design, construction documents, construction monitoring and closeout. Paddock also said Pike Construction, which submitted a change order, will be prohibited from bidding on the construction contract because of its role as construction manager during design and coordination.
Paddock disputed comparisons to a lower-cost bidder, saying firms without jail design experience estimated a much smaller facility (about 30,000 square feet) while experienced firms estimated 50,000–70,000 square feet, and that fee differences reflect that scope disparity. He said the schematic design phase is expected to be completed in the coming months and that a public presentation will follow before any vote on the project.
No resolution or funding vote occurred at the meeting; the committee later entered executive session to discuss negotiations and infrastructure issues.
