During the public comment period, resident Pam Chatburn criticized the city's approach to the Blueprint Boulevard plan and called for integrated scenario planning. "When you plan new work, there's a right way and a wrong way and the city is doing the wrong way," Chatburn said, arguing that the city should prepare multiple concept alternatives that show ranges in scope, cost, schedule and risk rather than compiling feedback on disconnected elements.
Board members and staff responded that the project is currently in its visioning and concept development phase and that staff and the consultant team will develop scenarios later in the process. Planners noted the project will present concept options during future phases and that public engagement will continue through charrettes and targeted listening sessions.
