EDA declines new rental restrictions, plans to add renter contact fields to utility application
Summary
The EDA decided not to add new rental-property restrictions but agreed to update the water/utility application to collect renter and owner contact information so the city can better identify rental units.
After considering whether to impose new limits on rental properties, the EDA concluded the comprehensive-plan implementation committee's recommendation not to add further restrictions should stand. Members said tighter limits would not be appropriate at this time.
Instead, the board agreed to modify the utility-water application to capture both the renter's and property owner's contact information. As one member explained: "That way, city hall has contact information for both, and we know if it's a rental unit then." Staff will check current forms and propose updated language to make clear when a property is rented and who the property owner is.
The EDA requested staff research available rental-count data sources (e.g., U.S. Census products) but noted such sources will not fully enumerate all rental units locally.
