The City Council approved a package of annexation and initial zoning requests on April 7 for nine tracts—most tied to pre-annexation agreements that reached their expiration date. Planning Director Lucas Raley told council the city is treating these as voluntary annexations and recommending initial zoning designations that allow future developers to return with specific requests.
Riley (Lucas Raley) summarized the background: "Back in 2016, the city of McKinney entered into pre annexation agreements, with, the property owners of those 7 tracks." Raley said the agreements included automatic extensions that have now lapsed and that Planning & Zoning recommended unanimous approval for the cases presented. The parcels are primarily in the southeast portion of McKinney near the airport, with zoning recommendations that include Agriculture (AG), Light Industrial (L1), and residential R‑5 for one 37‑acre parcel along Lodd Howell Parkway.
Council motions closed the public hearings and approved the annexations and zoning requests in sequence; most recorded votes were 7–0. On several items Councilman Franklin recused himself, and the recorded approval counts adjusted accordingly (example: a 6–0 recorded vote on one item). Staff and applicant representatives present said owners had negotiated the annexation terms and some had executed letters of intent and facilities agreements where applicable.
