Council balks at removing tiered APCHA lottery chances without more data

APCHA staff floated a proposal to collapse the current tiered lottery-chance system — which rewards longer work histories with additional chances — into a single-chance-per-applicant model to make the process less biased toward long-tenured residents.
"They proposed eliminating all tiers and streamlining it to every applicant...you get 1 bid for 1 chance," an APCHA representative said. Several councilmembers and the County Commissioners voiced that the change was "a little drastic" and requested more modeling and outreach; staff reported the APCHA board had no consensus and asked for more information for a second reading.
Councilors suggested narrowing or simplifying the tiering rather than eliminating advantages entirely, and they asked APCHA to model how many additional younger or first-time applicants the change would realistically benefit. The item was deferred for additional analysis ahead of the May 7 second reading.
