The motion passed 5‑2 after a public hearing that drew multiple speakers opposing the incentives.
Residents who live near the proposed site told councilors the project would increase heavy truck traffic, lower nearby property values and shift the cost of city services onto homeowners. Mike Hibbett, a public‑school teacher and 11‑year Olathe resident, asked the council to “Please reject this financial proposal,” arguing the abatement would force neighbors to subsidize the development. Jeff Walters described the development as “0.1 of a square mile, 64 acres, and will employ 200 people,” and said the logistics sector generates low job density compared with other industries. Janice Walters warned of corporate risk and cited a Washington Department of Ecology report she said documented hazardous releases at another Lineage site, urging councilors to “please think carefully, make a responsible decision, vote no for these incentives.”
Council members who voted for the resolution said the project met the council’s consideration criteria and that the incentives were expected to support jobs and economic activity; two members recorded "No" votes during roll call, citing the resident concerns and infrastructure questions. The council adopted the resolution 5‑2, advancing the approval process for the Lineage project. The approval follows the earlier rezoning and build approvals; council action here pertains specifically to financial incentives and the city’s offer of a tax phase‑in and IRB issuance.
Next steps include finalizing incentive documents and any associated developer agreements; members of the public asked that the city monitor truck routing and infrastructure impacts as the project proceeds.
