The policy is intended to balance open access with a predictable reservation window that can generate revenue during higher‑demand hours. Staff described an ambassador program to help users navigate the new software and clarified ambassadors "will not be referees" or enforcement officers. The commission moved to approve the guidelines after a brief round of clarifying questions and a roll‑call vote.
"There will be courts will be available for reservation after 11AM daily... So, it's an opportunity for the city to get some additional revenue," staff said when describing the reservation window and rationale.
Staff said the courts will operate on a paddle‑saddle on‑site check‑in system outside the reservation window and that ambassador training and signage will accompany the rollout.
