Clerk’s Article 5 CJIS funding request removed from Seminole County tentative budget

Knutton cited Article 5 of the Florida Constitution and a 2nd District Court of Appeal decision involving Pasco County to argue counties have an obligation to fund CJIS systems. Commissioners asked which public-safety functions would fail if funding were withheld; Knutton described CJIS as a backbone for judges, case processing and interagency work. County attorney explained that the clerk-collected $4 service charge is divided among three parties and that the county receives $2 that is required to be spent on CJIS; counsel added that if the county maintains responsibility for the technology costs, it is not required to allocate additional funds beyond that $2 share. After discussion about a prior $182,000 special-project allocation that was used for operations, Knutton confirmed the $976,121 request had been removed from the tentative budget.
