Speaker urges removal of planning-board member, warns annexation is increasing development before infrastructure

Chapetta cited Wharton Station as an example where a developer went to the city after a county decision and was allowed higher density.
Chapetta also said communication among county, city and state agencies (she referenced SC DOT) is insufficient during early stages of major projects and urged that agencies be engaged at the project outset.
The council acknowledged Chapetta's remarks; no formal action to investigate or remove the planning-board member was recorded in the meeting minutes.
