Board grants McLeod Health variance to encroach stormwater easement into landscape buffer for new Carolina Forest campus

The Horry County Zoning Board approved a variance allowing stormwater infrastructure for the proposed McLeod Health Carolina Forest campus to encroach 2.5 feet into the five-foot landscape buffer on part of the site, a 50% encroachment.
Project representative Greg Chastain explained that the plan fills an existing pond and conveys stormwater through underground piping to a front pond, and that required plantings will be installed within the landscape buffer. He said the piping runs east–west and is currently private infrastructure for the campus. Board members pressed staff and the applicant on who would be responsible for restoring landscaping if the pipe were later excavated; both staff and the applicant confirmed the project proponent would be required to repair and replace disturbed landscaping. The variance passed on a vote with standard staff conditions.
