Council committee debates Highway 17 overlay change, punts resolution to county council

Planning staff presented an ordinance amendment to add the Highway 17 bypass (from Garden City Connector to the Horry County line) into the Highway 17 business overlay, exclude multifamily uses and cap structure height at 35 feet. "What this would be doing is adding Highway 17 bypass from Garden City Connector to the Horry County line into the current Highway 17 business overlay zone, along with excluding multifamily and capping the max structure high at 35 feet in that area," staff said.
Council members expressed concern about wide development pressure in the corridor—staff said 147 parcels would be affected, 23 of them vacant—and disagreed on whether a countywide overlay was the right approach. After debate the committee discussed approving and then voting down the ordinance and ultimately agreed to draft and send a resolution to County Council for further consideration rather than adopt the change at committee.
