City staff told the board that 22 Gladys Circle West was advertised on Airbnb on June 5 without a vacation rental registration certificate, and that the owner’s application process had not been completed before the advertising occurred. ‘‘Our investigation concluded that the property at 22 Gladys Circle was operating as a vacation rental on the date of 06/05/2026 without first obtaining a valid vacation rental registration certificate,’’ Officer Jose Guerrero said.
Appellants explained they had begun the registration process and relied on a co‑host who helped list and manage the reservation; Keisha (an on‑screen speaker who assisted with listing) apologized and said she ‘‘did not intend to place any burden’’ on the owners and had attempted to start the permitting process once she learned of the requirement. The board’s city attorney advised that responsibility remains with the owner absent proof a third party acted without authorization, and the board voted 5-0 to affirm the administrative decision, including permanent ineligibility and the $5,000 fine.
Staff told appellants the ruling does not prevent long‑term rentals (28 days or more) and that administrative follow‑up would occur regarding payment and compliance.
