Township manager Chris Hyamsen told the New Garden supervisors that the township modeled conservative staffing and collective-bargaining outcomes to estimate the fiscal impact of Oxford Borough joining the Southern Chester County Regional Police Department. Hyamsen said the township’s FY26 all-in police contribution was about $2,600,000 and that modeling projects an immediate $200,000 decrease in the next fiscal year and "about $2,120,000 in savings over that time frame."
Hyamsen said the IGA's 80/20 split with West Grove is based on call volumes and that the municipality routinely reassesses those ratios. He emphasized the modeling used higher-end growth assumptions and two CBA increases to stress-test worst-case scenarios. That conservative approach, he said, exists to ensure New Garden officials understand short- and medium-term budget implications before any final decision.
