Council hears details on $17.9M early work package for city operations complex

Eric Laius, public works director and city engineer, told council that the early work package budget is set at $17,869,443 and that it covers site utilities (water, sanitary, sewer, stormwater), earthwork, road work and procurement of long‑lead items such as mass plywood panels and prefabricated metal buildings. Laius said the project has progressed from preliminary design to CMGC construction contract award and land‑use approval and that the early work package aims to secure prices while the final GMP (estimated in May/early summer) is completed.
Morgan Lovell answered council questions about allowances for unknowns (pilings and boulders) and confirmed the package is part of an approved $45,000,000 overall budget; Skanska (preconstruction services contractor) and partners were engaged and staff said if unknowns are not used the allowances would roll into the standard GMP.
