Residents ask West Linn to waive $35,000 SDC charge for accessible bathroom addition

Two residents requested immediate council attention after learning a city permitting detail could add about $35,000 in water SDC charges to a small home addition meant to support an elderly family member.
Gail Greenman said the city’s publicly posted municipal code included a 2006 ordinance that had not been updated and that she and her contractor were surprised to learn the project was being assessed a large SDC. "The timeliness is important. My dad is 83. He is sick... It's critical to the survival of a human being," she told the council.
Her husband, Joe Greenman, told council the error in the published code caused reliance that has led to sunk permitting and design costs and urged staff and council to use the existing master fees and charges provision to grant a waiver for demonstrated hardship or unusual circumstances. City Manager (who spoke afterward) said staff would follow up with the family and that the city would contact them the next day to discuss next steps.
