City staff schedules SPIN scooter demo as pilots, outlines geofenced corrals and safety controls

City economic development staff outlined plans for a SPIN micromobility demonstration and potential pilot during an update to the Economic Development Advisory Board.

Economic development director Weathers told the board Spin will be in the city on Feb. 20, offering demonstration rides from 12 p.m. to 5 p.m. at City Hall. Staff will also meet with the downtown business association and bike‑and‑pedestrian committees to gather input and coordinate possible demonstration locations.

Weathers explained that the SPIN program uses geofenced corrals and remote controls so parking areas, no‑ride zones and slow‑ride corridors can be adjusted electronically. "These corrals can kinda just be moved electronically," he said, describing how corral size and location can change for events such as the Celtic Festival or a City of Palms event. He also described no‑ride zones where vehicles will simply stop functioning if a rider enters restricted areas.

On battery logistics, staff said SPIN maintains battery‑swap crews that replace depleted batteries when vehicles drop to a threshold; the company maintains charging and storage facilities and must meet fire‑safety inspections. The board raised practical questions — for instance, what happens if a rider's phone dies — and staff said SPIN representatives (including Bruno and Kaylee) will be available during the Feb. 20 demonstration to answer technical and operational questions.

Weathers said the pilot will collect route and usage data and that parking footprints and speed limits can be adjusted after the initial launch. The city will solicit public input during PD&E‑style outreach and coordinate with FDOT staff where scooters operate on state roads. Staff will circulate a demonstration schedule and follow up with the board after the February event.
