Sales-tax staff told the quarterly budget-review committee that the parish began the fiscal year on an accrual basis with growth of 6.07% compared with the prior year. "We are starting this fiscal year off with an increase, 6.07%." the presenter said, and added that the parish distributed about $590,000 more in August than it did the previous year.
The presenter highlighted concentration risk in collections: "Of the top 40 taxpayers make up about 69% of our collections in a whole, just 40 taxpayers," she said, adding the top 10 by themselves represent about 55% of receipts. Committee members and staff discussed the breakdown between business & industry (about 68%) and retail (about 32%), with the presenter stressing the local retail base — groceries, pharmacies and suppliers — remains an important part of parish revenue.
The packet also included enforcement data: the office said it conducted 63 audits last year and recovered roughly $2,900,000, with audit costs of $272,000 (about 9% of audit collections). The presenter described audit selection as a mix of recurring audits for large accounts and targeted industry reviews, and noted statutory limits on audit lookback (three prior years plus the current year).
