Accountant Zach Dobbins led the council through the first reading of Ordinance 2025-04, saying the proposed water-rate increase for Nutter Fort is "approximately 12.77% and two-thirds of the increase is due to Clarksburg raising their resale rate." He provided concrete examples: "A 2,000-gallon bill will increase by $4.06 a month and a 3,000-gallon water bill will increase by $5.95." No final change to rates was adopted at the meeting; the ordinance remains at first reading and the council directed staff to return with more detail in a future work session.
