The program currently uses 10, 15 and 20‑year bands based on assistance amounts; the five‑year option would apply to lower dollar repairs.
"We want to get help out into the community where it's needed," staff said, arguing the shorter band aligns with practices in other jurisdictions and would reduce reluctance among beneficiaries to accept small amounts of assistance. The committee moved, seconded and approved the amendment.
