Board reviews research on data-center moratoriums and schedules special town meeting

A planning board member summarized research showing several towns — Brunswick, Warren and Scarborough — have used temporary moratoriums to allow time for impact studies and regulatory development for data centers. The member said such moratoriums commonly cite statutory authority and argued the pause gives local government time to develop standards for energy, water, noise and land-use impacts. "They did it because large scale data centers consume vast amounts of electricity and water equivalent to tens of thousands of homes," the member said.
The board discussed concerns raised in the research, including strain on energy and water infrastructure, potential noise and environmental effects, tax treatment and suitable zoning. Chair Joyce announced a special town meeting on Aug. 20 to let the town consider whether to impose a moratorium while the planning board studies impacts and prepares recommendations; members discussed moratorium length (commonly six months) and whether commercial or aquifer-sensitive zones should be exempt or limited.
