Nutter Fort council adopts water-rate pass-through tied to Clarksburg Water Board

The Town of Nutter Fort on Dec. 9 adopted Ordinance 2025-04, implementing a water-rate pass-through tied to recent action by the Clarksburg Water Board. The measure was approved on second reading by unanimous roll call after a public hearing.
During the hearing a resident asked, "why would the rates be raised at this time of the year when everyone is having a hard enough time paying their bills," prompting council members to explain the town is a resale customer of Clarksburg and cannot absorb the pass-through increase. Council members said Clarksburg implemented an initial increase effective Nov. 1, 2025, and the town has been notified that two additional increases are expected next year; Clarksburg had not provided specific dollar amounts for future increases during the meeting.
The ordinance amends the schedule of rates and charges for the town's water distribution system; council moved to adopt it, with Councilor Rick Lafferty as mover and Councilor Charlene Louk as seconder. The motion passed unanimously. The town recorded that the recently adopted increase reflects costs passed from the regional supplier rather than a new town-initiated rate hike.
Councilors and staff indicated that grant funding questions and project-related costs remain a topic for Clarksburg and that the town will continue to seek information from the water board about the scope and timing of infrastructure-related charges. The council closed the public hearing and proceeded with other business.
