Town Manager Barbara Hollerand told the Board that the draft budget includes a 2.5% cost‑of‑living adjustment for all employees except the Town Manager and Finance Director/Town Clerk. The draft also proposes a full‑time Parks & Recreation Director position supported by seasonal part‑time staff and recommends a pay adjustment for the Finance Director plus the addition of a part‑time finance employee.
Commissioner Kelvin Gilbert said he would "like to see more than 2.5% COLA for employees," and Hollerand responded that the town hopes to move toward a merit system or a combination of COLA and merit increases in future years. Hollerand also suggested a pay study to provide justification for pay adjustments and noted that placeholder funds for a patrol vehicle could be reallocated for one‑time bonus pay if the Board preferred.
