Mayor Chris Coats called the Town of Coats Board of Commissioners to order at 7:00 p.m. on April 17 and Town Manager Barbara Hollerand asked that the session be recessed to give staff time to gather additional budget information. The Board entered a closed session under North Carolina statute before recessing, then approved a motion to reconvene at 7:00 p.m. on April 28.
The Board voted unanimously to recess at 8:45 p.m.; the motion to recess was made by Commissioner Kelvin Gilbert and seconded by Commissioner Monique Warren‑Clegg. The meeting reconvened April 28 with the mayor, five commissioners, town manager, finance director, public works director, police chief and town attorney present. No formal votes on budget items were taken at the April 17 session; the recess was to allow staff to present supplemental information at the reconvened meeting.
