U.S. Army Corps approves Horry County wetland mitigation bank on National Drive

Jason Thompson told the council the county’s wetland mitigation bank received U.S. Army Corps of Engineers approval as of Nov. 25, 2024, clearing a long permitting milestone and enabling the county to move to crediting and uplift activities.
"As of 11/25/2024, we do have the US Army Corps of Engineers approval for our wetland bank located on our National Drive," Thompson said, describing the multi‑year process that began roughly 6.5 years ago and next steps to secure initial credits and begin the lifting process. Staff noted that initial credits are not yet issued but that a small set of deliverables remain to obtain the initial release.
County staff said implementation will be carried out over a decade and will include site preparation, installation of firebreaks and other measures prior to issuing credits. The approval positions the county to have mitigation credits available for county projects and potential sale to offset environmental impacts of infrastructure projects.
