Horry County outlines $38 million FY25 CIP plan, nearly $477 million projected over 10 years

A county capital planner presented the FY25 CIP and a 10‑year outlook, breaking down FY25 projected funding sources and project categories. For FY25 the presenter said projected funding was about $38,000,000, drawn from the general fund, stormwater, impact fees, road funds and other internal sources.
"Our projected funding is $38,000,000 with 4,900,000 coming from the general fund," the presenter said while outlining FY25 funding allocations and specific project categories including public safety facilities, parks and beach access, public safety technology and fleet projects. The 10‑year summary listed major investments (public safety facilities ~$144M; parks and beach accesses ~$42M; public transportation infrastructure ~$130.5M) and noted that much of the funding stream relies on impact fees, general obligation bonds and other dedicated sources.
Staff emphasized that FY25 includes no new bond issuances and that most FY25 projects would be paid from cash on hand or restricted funds; the presenter also noted that a change in impact‑fee policy could affect borrowing capacity and that RIDE and airport projects were on separate plans.
