Council approves Catalina Coastal Tours transportation permit for daytime golf-cart tours

The Avalon City Council on April 7 approved a transportation permit for Catalina Extreme Parasail (doing business as Catalina Coastal Tours) to operate daytime tours using an electric Autoette-type vehicle, staff said.
Assistant City Manager Jocelyn Francis told the council the city received the application from David Montano on March 13; the proposed vehicle would operate from 8 a.m. to 6 p.m. with primary pick-up and drop-off at 205 Crescent Avenue adjacent to Catalina Extreme Parasail. Staff noted the vehicle had not yet been purchased and that council approval would be conditioned on meeting insurance and permit requirements in the staff report.
Council members questioned whether the vehicle is commercial or residential for sticker purposes and asked about on-site parking at the listed address. The applicant said the cart would be electric and that he would provide the required liability insurance naming the city as an additional insured. Council members also discussed loading-zone time limits and that the vehicle would not obstruct emergency access.
A motion to approve the permit was moved and seconded and carried on a unanimous vote. Staff said it will follow up with the applicant to confirm vehicle purchase, insurance documentation and that all conditions in the staff report have been satisfied.
