The committee recommended a slate of infrastructure warrants targeting sewer and water plant upkeep after presentations explained the need to keep aging systems functioning.
The wastewater treatment plant repairs article asked for $175,000 and the committee also recommended $100,000 for small pump-station repairs; presenters said many collection and treatment capital costs have historically been funded by taxation because the small number of sewer users cannot alone absorb large capital demands. Tom Bell (speaker 12) argued for a town-wide contribution, noting: "Everybody benefits from the downtown area. They come, they shop, they enjoy the restaurants. Without the sewer system, the downtown area wouldn't exist."
Committee members and residents pressed for clearer sewer-rate structures and for setting aside reserves for the plant's eventual replacement; presenters warned parts are becoming hard to source and that continued piecemeal repairs are necessary to avoid service failures. The committee voted to recommend the sewer and pump-station appropriations (roll-call votes recorded unanimously). The water-treatment plant maintenance ($100,000) was presented as an enterprise-funded appropriation with no tax impact and was also recommended.
