Legislature reclassifies public-health positions, funds preschool transport and vape-detector reimbursements

The Legislature authorized the Director of Community Services to create and fill a full-time Caseworker position to support the NYS Court Mental Health Court-Based Navigator Program (no net increase in FTE; position reimbursed by New York State).
Public Health-specific actions included adding Senior Public Health Specialist and Senior Public Health Educator titles to CSEA Group XV by MOU and reclassifying two staff: Emily End to Senior Public Health Educator and Brittany Czworka to Senior Public Health Specialist, both reimbursed by the state. Legislators also authorized agreements to reimburse Penn Yan Central School District and Dundee Central School District for the purchase and installation of vape detectors (not to exceed $8,958.74 each) using JUUL Settlement funds, and approved an agreement with NYSARC Inc. dba Mozaic to provide transportation for preschool children with disabilities at stated per-child rates for 9/1/2026–8/31/2027.
Additionally, the Legislature authorized an agreement with Common Ground Health for Youth Vaping Mapping and GIS services (8/1/2026–12/31/2026) not to exceed $10,000, and approved a Memorandum of Agreement to pilot an Alternative Work Schedule and Flexible Time Procedure for Public Health employees with CSEA.
