Council OKs higher caps for planning and consulting contracts to handle heavier permit workload

Staff recommended an amendment to SageCrest Planning and Environmental LLC's on‑call planning consultant arrangement to raise the current fiscal year's not‑to‑exceed amount to $225,000 and to set an annual cumulative cap of $200,000 for future years, reasoning that planning permit volumes and project work have surged.
"Since then, in this past fiscal year, the city has engaged in a number of unique planning matters that required expanded services," staff said. Council approved the amendment and concurrently authorized the city manager to negotiate the two‑year arrangement starting in the next fiscal year.
Separately, council approved a second amendment to International Consulting Services (ICS) to broaden its scope for CIP projects, adding $140,000 to bring the total to $240,000 for a 12‑month period. Staff explained ICS has been essential to major projects including the workforce housing feasibility, Cabrillo Mole, and the Cabrillo Mall rehabilitation; task orders will continue to be scoped and approved under the city's task‑order process.
Both items passed by roll call (4 ayes, 1 absent). Staff said they will monitor whether hiring full‑time planning staff becomes more economical as workload stabilizes.
