Hovland said recruitment is a major pinch point — she described typical recruitment as two cycles taking about seven months but said the office actually manages multiple cycles and off‑cycle appointments; she estimated the program processes roughly 400 applications a year. "Recruitment is never ending," Hovland said, and outlined plans for online orientation, improved vetting, and standardized work plans to improve onboarding and reduce backlog.
Council members thanked ABC staff and discussed continuing reforms for tier 2 and 5 bodies next year. The committee filed the presentation for the record.
