EDA and township to discuss extraterritorial review area; market study with University of Minnesota planned

Staff told the board they would meet with the township to seek a temperature check on whether both bodies want to better partner on development and possibly adjust the extraterritorial review processes that add time and cost to projects. Staff described the review area as effectively a roughly one-mile perimeter driven by utility availability rather than strict distance.
"So we're gonna be with the township tonight to talk about potentially adjustments... to see how can we better partner together without having to have this regulatory structure in place that makes just development... it adds time and cost to development," the staff member said. Board members acknowledged the historical pattern of annexation and said collaboration could make infrastructure planning less piecemeal.
Separately, staff said the city is moving ahead with a market area profile and a survey through the University of Minnesota to assess resident and day-tripper behavior and preferences; the survey will target Chisago County residents and a broader radius for regional visitors. Staff expects to convene community and staff stakeholders in July to review methodology and use the study to inform development and marketing strategies.
