Serena Park special assessment nears council with replat and final utility costs pending

City staff and the project's consultant updated council on the Serena Park special‑assessment process and timeline. Amanda Browning Richardson said the city is waiting for a finalized replat from the developer's engineer; once the replat is filed staff expects to bring an initial special‑assessment resolution to council (targeted for April) with a final hearing 30 days later. "We're currently waiting on the finalization of the replat with our outside engineering firm," Richardson said.
Staff said the principal unknowns are electric distribution and street‑lighting costs (working with FPL for estimates). Earlier in the discussion staff offered a working cost estimate for the project near $13,000,000 and said assessments will be calculated per lot; state rules limit assessments to 20 years maximum. Staff advised that timing may preclude use of the uniform tax‑bill collection method this year and that notifications to property owners will follow statutory notice requirements.
