Michael Allen, president of Bridal Development, told the council the project will prioritize individuals with developmental disabilities, including those with brain injuries and autism, and will include on‑site supportive services and a minimum 51% set aside for the target group. Allen said the development will be adjacent to a future Goodwill headquarters to provide workforce pathways.
Council members asked about age preferences and security for funds if projects fail to materialize; staff said recapture into the affordable housing trust fund is possible in some circumstances and that security provisions depend on project timing. One council member recused themself on legal advice for potential conflict of interest and the motion carried.
