The council approved multiple event applications from the Riverfront Optimist Club of Niles: Riverfest 2025, the Bluegrass Festival and Jesus Fest. Council members moved and seconded the permits, which included staff and Parks & Recreation Committee recommendations; the council recorded unanimous roll call votes. The Riverfest and Bluegrass approvals note that any street closures will be at the discretion of the City Administrator or Director of Public Safety.
For Jesus Fest the council approved the application with no in‑kind services or fee waivers and authorized appropriate closures at city discretion. Councilmember Thompson raised a liability question about festival safety and city liability; City Administrator Huff responded that the city would provide safety "to the best of our ability."
