CARTA presents FY27 highlights to council; ridership up about 40% and tap-to-pay launched

Andrea Kozlowski, deputy director of operations and support with CARTA, presented the agency's FY27 budget highlights and asked council to approve the budget as required by CARTA's enabling legislation. Kozlowski said Beach Reach Friday service, added at the city's request, has been "wildly successful," and that CARTA has seen "an increase in ridership of about 40% from last year."
She outlined capital and service investments: implementation of tap-to-pay on buses and a mobile app, an operations and maintenance facility being sited at the Fairgrounds (engineering/design ~90% complete), and a new transfer hub planned for Rivers Avenue that will include workforce development space above and a transfer hub below. Kozlowski said the full budget and a memo explaining line items were included in the council packet and available for review.
Council moved to approve consideration of the CARTA FY27 budget and indicated a vote on the budget would take place later in the meeting (procedural approval of consideration carried by voice vote).
