Resident raises sewer, runoff and inspection complaints over Timber Ridge work

At the open forum portion of the July 28 Loveland City Council meeting, resident Carol Hutchcraft of 625 West Loveland Avenue urged the city to clarify who is responsible for maintenance, repairs and inspections of private sewer and storm infrastructure when development affects neighboring property.
"The Metropolitan Sewer District manages the sewers...All they do is the billing...the maintenance, the repairs, everything is on the property owner," Hutchcraft said, describing sewage and stormwater running through her yard and under a neighbor's deck after work at nearby Timber Ridge Apartments. She said features required in the approved plan—retaining walls and a functioning retention basin—were not fully built and that the site has become a "sewer pond." Hutchcraft asked the council to check how variances and inspections are enforced and who inspects work following a permit.
Council thanked Hutchcraft for raising the issue; no immediate staff action or vote on enforcement was recorded during the meeting. Hutchcraft's remarks were followed by other public commenters who spoke to zoning and planning matters later in the agenda.
