Council removes proposed Blanco River crossings from draft mobility plan after public and council opposition
Summary
After a public pushback over bridges crossing the Blanco River and discussion of environmental and fiscal impacts, the council voted to delete proposed Blanco River crossings from the Kyle section of the draft mobility plan and requested staff return a revised plan for adoption Sept. 1.
City staff and the consultant presented a revised mobility plan that updates the thoroughfare map, proposes 10‑foot shared‑use paths and narrower cross sections intended to reduce impervious cover and improve multimodal connectivity. The draft identified a set of priority projects across the city and a list of potential arterial alignments to preserve rights‑of‑way if future development occurs.
However, public commenters and several council members strongly objected to proposed new crossings of the Blanco River, citing environmental sensitivity in Edwards Aquifer recharge areas and the risk of encouraging major development on the west side. After discussion and reference to existing development agreement language, council moved and passed a motion to remove any proposed crossings of the Blanco River from the City of Kyle mobility plan map. Staff said they will bring back a revised plan for action on September 1 and will align recommended projects to maximize external grant competitiveness.
