Council previews revised facility use agreement with Kyle Area Senior Zone for new senior community center

City staff presented a revised facility use agreement with the Kyle Area Senior Zone (CAS) for the new senior community center at 1500 Daisy Lane, highlighting clearer operational roles, priority scheduling for senior programming, city ownership and building maintenance responsibilities, and annual review/renewal provisions. Jesse Elizondo described the updated agreement as a ‘‘partnership agreement’’ that aims to correct issues from the 2007 contract and to provide CAS priority scheduling while allowing the city use and rentable hours outside the CAS core schedule.

CAS representatives and senior center members praised the revisions and the larger facility. Betty Connolly, a longtime senior volunteer, said the new commercial kitchen and increased space will let the group expand programming and feeding capacity: she described moving from 2,000 square feet to “7,500 square feet” and the potential to scale services. Council members thanked staff for refining terms and asked for a final agreement and agenda item in August for formal approval. The staff indicated they would double‑check clauses addressing sub‑agreements between CAS and other nonprofits using the building.
