Sarah Mitts, owner of Avalon Local Tours, said multiple individuals are operating tours without permits or registrations and that licensed operators face unfair competition and liability exposure.
"My concerns are they're a huge liability for the city... they're picking up people, no insurance, no permit," Mitts said, asking for transparency about rules and consistent enforcement. Council and staff responded that investigations and outreach are underway and that staff will follow up with particular cases; the mayor and assistant city manager advised Mitts and other operators to provide incident details to staff for follow‑up and enforcement actions where warranted.
