Avalon launches short‑term rental complaint hotline and online portal with 24‑hour operator requirement
Summary
The City of Avalon launched an STR complaint hotline and online portal (phone (424) 395‑4948) that accepts anonymous complaints, allows photo/video uploads, notifies 24‑hour contacts who have 30 minutes to acknowledge and then 30 minutes to resolve complaints, and will be publicized citywide and on signage ahead of peak season.

The City of Avalon on May 19 demonstrated a new short‑term rental complaint hotline and online portal intended to speed responses to noise, trash and other quality‑of‑life complaints tied to vacation rentals.
Finance Director Matt Baker said the hotline went live that day and is reachable by phone at (424) 395‑4948. He walked the council through an online demo and the phone flow: complaints can be submitted anonymously or with contact information and can include photos or videos; licensed properties must list a 24‑hour contact and the system notifies that contact with a text and callback. In the demo a property received a message stating the property has 30 minutes to acknowledge a complaint and then 30 minutes to resolve it. "You have 30 minutes to resolve the issue," Baker demonstrated as part of the system workflow. The city plans to update signage for licensed rentals and publish a GIS map of licensed transient rentals on the website before peak summer season.
Baker said the portal includes reporting categories (noise, trash, illegal short‑term rental, etc.) and a callback feature for licensed 24‑hour contacts; if a property is unlicensed the hotline will still record the complaint for city follow‑up. The council directed staff to roll out public outreach, and the city will post hotline details on social channels and the city website.
