Staff walked council through the Happy Canyon interchange design and the wider road solutions plan that will run into 2028; they said county funding is covering roughly half of the interchange, about $20 million. One council member summarized the design concern succinctly: "The traffic signal is not exactly where the crosswalk is," highlighting the tension between required highway free-flow ramp geometry and protected pedestrian crossings. Staff said the diverging-diamond layout is a CDOT requirement but acknowledged there are design details to refine before construction.
