Ellis County commissioners vote to notify clerk they may exceed the Revenue Neutral Rate for 2027

By statutory notice requirements, the Board of Ellis County Commissioners voted July 14 to have staff prepare and send the Revenue Neutral Rate (RNR) letters to the county clerk to allow the 2027 budget process to exceed the RNR if necessary. The county clerk provided RNR figures during the discussion: General Fund 2027 RNR = 40.717 (compared with a 2026 mill levy of 38.118) and Fire District 2027 RNR = 4.398 (compared with a 2026 levy of 3.924).
Commissioner Nathan Leiker moved "I move to approve the Revenue Neutral Rate letters to be signed and completed by the County Administrator to be sent to the Ellis County Clerk to exceed the RNR for the 2027 budget year for the general and fire departments funds." Commissioner Michael Berges seconded; the motion passed by voice vote three to zero. Myers cautioned that certain revenues (for example solar-development projections) are not included in the 2027 budget and would not affect the 2027 levy unless the underlying projects advance in later years.
